I hereby confirm that Dimitar Baev acted as Senior Local Consultant to Bechtel Limited in Bulgaria for the purpose of providing support to Bechtel Consulting and its partners in undertaking the Phare Sub-Project: Diversification of Gas Supply in Albania, Bosnia-Herzegovina, Bulgaria, Former Yugoslav Republic of Macedonia and Romania.

Dr. Baev provided analytical support for the one-year duration of the project, plus logistical support during the visits of the project team to Bulgaria. In particular, he successfully made all the arrangements for the three Steering Committee meetings, liasing effectively with the European Commission's Black Sea Regional Energy Centre who were the hosts. Access to relevant and important organisations and persons was arranged, while he organised travel and accommodation in Bulgaria for visiting members of the project team. He was also instrumental in obtaining essential technical data, sometimes in difficult circumstances.

Dr. Baev undertook these responsibilities in a professional and timely manner and to the satisfaction of Bechtel. We will be most happy to work with him again if the opportunity arises.
